Most shinobi are only capable of using two elemental chakra types. That is two... 2. One is acceptable as well, encouraged even. Three is too many, four is right out, and five is just retarded. Two and no more.

A few people will be able to use more, ONLY because of special, rare, abilities. Not everyone needs every element type, and every jutsu.
